A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.
Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.
Citizen participation process to define the uses of the buildings of the Partonat, the Escorxador and the Mercat Vell.
The objective of this project is to achieve a consensus proposal based on citizen participation to decide the uses of these cultural facilities that need an intervention to rehabilitate them or resolve structural deficiencies. This project wants to collect all possible contributions from the cultural fabric and municipal groups.
A general debate will be held on February 28, at 6 pm at the Miramar Cultural Center, where the participatory process will be presented and the objectives set out will be explained. From here there will be specific meetings on each of the three municipal facilities.
[POSTPONED] On March 12 at 6 pm in the Escorxador, we will talk about the uses of this building. This is a multipurpose space where festive imagery ("gegants" and "bèsties") is currently stored, but it is also a space where small exhibitions, projections or diverse cultural activities (theater or small format music) are made. The proposal of the Regidoria de Cultura is for the Escorxador to become a municipal and versatile stage hall to accommodate small-scale theatrical and musical activities as well as conferences, meetings and audiovisual projections.
[POSTPONED] On March 28, at 11 am at the Plaça del Ajuntament, the future of Mercat Vell will be discussed. Currently, this municipal equipment is intended for private use. One of the objectives of the Regidoria de Cultura is to recover it as public equipment once the rental contract ends to use it as a multipurpose space that can choose large national exhibitions, especially plastic arts that replace the temporary exhibitions of the Palau de Maricel. Also, to host fairs, shows and events of medium and large format.
The Patronat will be the protagonist of the last day on April 24 at 6 pm. During the session we will talk about the uses of this heritage building that the City Council has recently acquired and is pending rehabilitation. Among the proposals, it is proposed to study the use of this space as a center of artistic creation (performing arts and music), a municipal bookstore and, if available, the annex would incorporate a hotel of entities with shared use of the garden.
In order to define the uses of the three cultural facilities, the Regidoria de Cultura wants to promote, in parallel to this participatory process, a reorganization of the Miramar Cultural Center as a multipurpose cultural space with exhibition halls, municipal offices, artistic storage area, space for associations and entities, as well as the possible new location of the Arxiu Històric de Sitges currently located in the Palau de Maricel and presenting structural deficiencies.
However, the Regidoria de Tradicions i Festes is working with the Casa de la Festa as a space for the festive imaginary ("gegants" and "bèsties") located in the annex building of the Slaughterhouse in order to spread the traditional heritage of Sitges.
In the future the Masia de Santa Bàrbara is also planned to host a space for entities and associations, as well as the headquarters of the Colla Jove dels Castellers de Sitges where they can perform their tests with the appropriate conditions.
The participatory process starts from a previous diagnosis of the Regidoria de Cultura that defines the cultural needs of the city. Municipal political groups may also provide their proposals for uses that will be published on the Decidim web portal.
The methodology that will be used for face-to-face participation where groups will work. The sessions will be energized by a group of experts with technical knowledge to facilitate discussion and decision-making on the design, management and use of spaces.
Once the participatory sessions are finished, the contributions of the participants will be collected and the return will be made to inform the citizens about the results of the process. The process will end with the preparation of a synthesis report with the conclusions.
